The Honorable Geoffrey S. Connor
Geoff Connor recently completed his term as Secretary of State of the State of Texas. This position is the highest appointed office in Texas and functions as the Chief International Officer and the Chief Border Affairs Officer for the State.
Secretary Connor enjoys high-level business and political relationships with decision makers around the globe. He is a frequent speaker at legal, business and political conferences and seminars. He enjoys private sector success as an attorney and lobbyist. Previously he was with the international law firm of Akin Gump where he provided legal and governmental affairs services for high profile individuals and international corporations. He currently is of counsel with Jackson Walker, a Dallas based law firm with over 350 attorneys in seven offices.
Secretary Connor is an Advisory Board Member for the International Studies Center at Texas State University, a leader with the Houston Consular Forum, a member of the Austin World Affairs Council, Austin Council on Foreign Affairs, member of the Board of Directors of the Asia Society, and other leading civic and international organizations.
As a Texas Global principal, Secretary Connor is devoted to identifying and addressing the needs of our clients by fostering strategic relationships.
His Earlier Work
During his term of office as Secretary of State, Secretary Connor was Chief Liaison to the Diplomatic Representatives of over 80 countries with Consulates or Honorary Consulates in the State. He welcomed and hosted dozens of heads of state to Texas including Presidents, Prime Ministers and royalty. Secretary Connor led numerous trade missions and other initiatives overseas and has visited almost 50 countries, both personally and officially.
Secretary Connor has held several other senior government positions including General Counsel of the Agriculture Department and General Counsel of the Environmental Quality Commission as well as serving as a Senior Advisor to two Texas Governors. Secretary Connor received official appointments from former Governors George W. Bush, William P. Clements, Jr. and Rick Perry. Secretary Connor also served as an Analyst for the British Government during the premiership of Former Prime Minister Margaret Thatcher. He was a top aide to the Chairman of the House of Lords Foreign Policy Committee and the Chairman of the Lords Defence Committee.

The Honorable Sada Cumber
Sada is a successful and well-known Austin entrepreneur who has founded six companies in the past twenty-five years.
Mr. Cumber brings extensive experience in governance issues and leadership in imaging, lending and technology-based industries. He has a business background in senior management, marketing and an applied expertise in driving internal and external forces that change the enterprise, technologies and product usage.
Mr. Cumber specializes in national and global network strategy, strategic marketing, business planning and institutional building. He also brings special leadership skills that have earned him a reputation for being fair, self-assured, decisive and trustworthy. He is an engaging coach who fosters an environment of excitement, passion and a feeling of camaraderie. His Earlier Work
Prior to founding Texas Global, Mr. Cumber founded SozoTek, a wireless imaging company. Sada also served as Chairman & CEO of Psionic Technologies, Inc., an Internet Security software company acquired by Cisco Systems (NASDAQ: CSCO) in 2002. In 1995, he co-founded Applied Science Fiction, a company specializing in a digital dry film process whose technologies were recently acquired by Kodak (NYSE: EK). Sada previously owned Triumph Flexo Industries which was acquired by American Greetings (NYSE: AM) in 1994.
Sada also serves as the Chairman of the Board of TCMS - LLC, an Intellectual Property Development Company and Principal in Texas Global-LLP, a partnership that manages the strategic intersection between Business, Government and Public Affairs.
Sada has served on numerous boards, civic/community organizations, advisory councils and foundations. He is regularly invited by national and international organizations to speak on Ethics of Persuasion, Entrepreneurship and Governance. Anupam Govil
Anupam Govil has over 16 years of experience in consulting, business development and venture capital in Enterprise Software, IT services and Business Process Outsourcing (BPO) sectors.
He is Founder and CEO of Global Equations, a consulting and advisory firm providing strategy, sourcing and implementation services to mid-market companies, private equity funds and service providers on offshore outsourcing, joint ventures and cross-border M&A. Over the years he has successfully engaged in several sourcing, investment, joint venture and cross-border acquisition deals in the IT and BPO space.
Mr Govil provides advice and assistance to early to growth stage technology firms on their investment, growth and exit strategies. He has also advised the government and private sector of emerging regions like Dubai, Gujarat (India) and Malta on developing their ICT and Outsourcing sectors within the global markets.
His earlier work
Mr Govil served as the US-based Partner with 2i Capital, a cross-regional venture fund investing in IT infrastructure companies in US and India. Prior to that, he was a Senior Associate with iGate Ventures, a $75 million venture fund, where he focused on investments in Internet infrastructure and software services companies.
Previously, with iGate Corp, a US$400 software services company, Mr Govil handled several functions from business development to account and project management. He was involved in the corporate restructuring of the company in 1999 that resulted in the spinning out of ten separate operating entities; significantly enhancing shareholder value.
Mr Govil is a passionate entrepreneur and has been part of the founding team of several startup ventures like Inventes Inc, Thinknotes Inc and Ipsofacto Consulting. He is a recognized leader in the technology and outsourcing community. He is a co-founder and past President of TiE Austin, a non-profit global entrepreneurial mentoring organization and currently serves on TiE Global Board of Trustees. He is also a Board member of the Austin Technology Council. He serves on the Board and as an Advisor to several early and growth stage companies. He has organized and spoken at several major conferences on venture capital, technology and outsourcing.

Joy Lucke
Joy Lucke brings 25 years of international economic development experience to Texas Global. She has lived and worked in Mali, Senegal, Costa Rica, Tunisia, Bolivia, Jordan, and Swaziland.
Primarily with the United States Agency for International Development (USAID) or as a consultant to numerous nongovernmental organizations (NGOs), Ms. Lucke has professional capacities in both the public and private sector that give her a wide range of experience. Besides knowledge of the international economic development industry from all perspectives, Joy has a solid record of success in small and medium business development, training for private sector growth, and export and investment promotion.
Her earlier work
In Bolivia, she managed a USAID $25 million export and investment promotion project with three regional offices and five overseas.
In Jordan, Joy was an advisor to HRH Princess Basma bint Talal and spent four years restructuring and modernizing several manufacturing businesses and developing domestic and export capacity.
Most recently in Swaziland, as senior staff with the UN World Food Programme, Ms. Lucke was instrumental in restructuring and implementing new best practice approaches to food aid distribution by developing local NGO capacity to develop recovery strategies for the food insecure.
Joy has an MBA from the Garvin School of International Management (Thunderbird) and an undergraduate degree from the University of Texas at Austin. She speaks Spanish and French and resides in Austin, Texas and Mbabane Swaziland.

Stuart Penny
Stu Penny has been advising executives, teams, businesses and not-for-profit organizations on strategy and business development since 1980. In 1995, Stu co-founded and is President of Gunpai Corporation, a strategic and leadership development firm that operates globally. In the decade since then, Stu has provided support to a wide variety of business in the IT and high technology sectors ranging from IBM to a small video security company.
Mr Penny generates improved business results by addressing both the strategies and the tactical leadership and business skills essential for positive strategy execution. He has delivered services in some 22 countries covering Asia, Europe and the Americas.
In establishing a baseline for strategy development, Mr Penny has conducted surveys of dozens of leadership teams and many hundred mid-level managers. From that baseline, he designs and delivers workshops and follow-up metrics that enable strategy implementation with anticipated deliverables. He is a master facilitator with success in international and national conferences as well as conducting train-the-trainer facilitator qualification or IBM.
His earlier work
Mr. Penny is a graduate of the Royal Air Force Academy and served as a fighter pilot on worldwide assignments for twenty years. He translated that experience into international research and development with Lockheed Martin Aerospace before joining LTV Aerospace as Vice President for Business Development with global responsibility. Over his career, he has served and worked in some fifty countries and developed that privilege as the basis for his global success with Gunpai. His contributions have spun-off several start-ups.
Stu Penny has an overwhelming conviction that the greatness of nations, states, cities, organizations, societies, communities and families rests securely on the backs of people. He believes that people have the right to be victorious in all that they do. His conviction spills over into a consuming passion in all that he does. It is assisting people in identifying and overcoming barriers to fulfillment at which Stu excels. Moreover, he loves doing what he does so well, that his enthusiasm alone is infectious.
Stu is a member of the McCombs School of Business at the University of Texas at Austin IT Advisory Board Committee, and has been a keynote speaker on business leadership at several industry conferences. He holds patents in plasma propulsion and has patents pending in system-level digital control, and active battlefield protection.

James Viray
James Viray provides extensive political affairs and market development experience in Africa, Europe and South America.
Mr. Viray is skilled in conducting assessments of complex political environments. He also provides campaign and issue advocacy consulting. Working on issue development, communications plans and grassroots mobilization, he helps political parties design more effective electoral campaigns. He similarly assists governments and non-governmental organizations (NGOs) in implementing successful public awareness and lobbying campaigns.
His business expertise includes obtaining corporate registration, product registration and import licensing. He has the experience to establish call centers, warehouses and distribution services in multiple countries. Mr. Viray also understands how to localize marketing strategies to fit the unique culture of a specific country.
His Earlier Work
Prior to joining Texas Global, Mr. Viray was the Deputy Director of the Africa Division at the International Republican Institute. He provided campaign and issue advocacy consulting to political and NGO leaders in eight countries. His work took him to Nigeria, Côte d'Ivoire, Liberia, Mali, Togo, Morocco, Somalia and Djibouti.
Previously, he developed international markets for a rapidly expanding global corporation. He built markets in Europe and South America, including the Netherlands, Germany, Austria, Switzerland, Norway, Sweden, Finland and Venezuela. His work laid the foundation for markets that would eventually bring the company close to $100 million dollars in annual sales.
Mr. Viray earned a M.A. in International Affairs from The Elliott School of International Affairs at The George Washington University and a B.A. in International Relations from Brigham Young University. Mr. Viray also speaks French fluently.

Joel Wiggins
Dr. Wiggins holds a Ph.D. in Communication Studies from The University of Texas at Austin where he developed and taught graduate level courses on Entrepreneurship, and Technology Assessment and Transfer.
Dr. Wiggins served as Executive Director of the Austin Technology Incubator (ATI) of the IC2 Institute at The University of Texas at Austin. ATI is a best-practice, award winning, business incubator. ATI provided strategic support for more than 140 startups that created nearly 3,000 jobs, generated more than $1.5 billion in revenues, and raised more than $720 million since its inception in 1989. Dr. Wiggins was at ATI from 1997-2005.
A frequent speaker at incubator conferences, Dr. Wiggins conducts incubation training workshops and technology commercialization seminars in the United States, Asia, Latin America, Africa, and Europe. He is also the Vice-Chairman of the National Business Incubation Association Board of Directors and has served as host of two national incubation conferences.
In June 2005, Joel Wiggins was named the CEO and President of the Enterprise Center of Johnson County, Kansas, in the Kansas City metro area. The Center provides business assistance services to nearly 20 clients in the high-tech, biotech, and service industries.
His Earlier Work
Dr. Wiggins has enjoyed a successful career as a Professor at The University of Texas at Austin and as the Executive Director of the Austin Technology Incubator. While at ATI, he managed an international incubator manager-mentoring program and worked on technology-based commercialization and incubation contracts in Poland and Mexico.
Furthermore, Dr. Wiggins has authored or co-authored scholarly papers on organizational identification, spin-out company formation, wealth generation through business incubators, business development, and social entrepreneurship.

Angelos Angelou
Angelos Angelou is the founder and chief executive officer of Angelou Economics and contributes over 20 years of economic development and site selection experience.
A highly visible leader in the field of economic development across the U.S., Angelos is widely regarded as the chief architect in the establishment of Austin as a high tech center. Because his expertise is in the technology economy and global economic development issues, the national media regularly seeks his comments and insights.
His Earlier Work
Having spent 11 years with the Greater Austin Chamber of Commerce, Angelos brings a practitioner's approach to economic development.
During his time at the Chamber, Mr. Angelou was responsible for the recruitment of 400 technology companies and some 70,000 employees, including, Tokyo Electron, Motorola, AMD, Cypress Semiconductor, Applied Materials, Samsung, and Sematech.
Mr. Angelou has worked with major corporate clients domestically and internationally, and has carried much of that client base with him into private practice.
Mr. Angelos holds an M. A. Economics cum laude from St. Mary's University in San Antonio; B.A. in Economics, University of Texas at San Antonio.

Robert W. Starnes
Robert Starnes is the CEO & President of a successful Texas based international security consulting company.
Mr. Starnes’ company provides high-level security consulting ranging from National Security, corporate
security and personal/private security.

Robert Starnes has over 23 years of international law enforcement and security experience. During the past 19 years, Mr. Starnes has served with the U.S. Department of State, Diplomatic Security Service.

At the U.S. Department of State, Mr. Starnes held a number of assignments overseas and domestically. Mr. Starnes was the first American security officer to reopen the U.S. Mission in Tripoli, Libya after 24-years absence. He is also credited with disrupting three separate terrorist plans to attack Americans, resulting in the arrest and prosecution of terrorists.
